Description: Tool aiming to transfer data between 2 systems as fast as possible

Changelog:
- Improve description
- Add --with tests conditional for tests
- Switch to cmake3
- And ExcludeArch inherited from folly

koji scratch build for f34:
https://koji.fedoraproject.org/koji/taskinfo?taskID=55112390

For some reason I'm not able to run the test (and experience the failure
anymore). I only see "No tests were found!!!"

There is still a need to unbundle folly, but I welcome help with this.
