It's indirectly mentioned in "Unmaintained Or Unresponsive Upstream Projects" from the guidelines you posted. Before that happens, of course, upstream should be informed and that discussed with them properly, and indicated that the project is a fork in the SPEC file. As for the review, very thoroughly done.
