It should simply be a configuration script -- called by ltsp-initialize either 1. directly 2. through a wrapper in /usr/share/ltsp5/scripts.d/ that would just call the script. I can implement 1. or 2. (in bzr), as you prefer, or let you fix that. I don't think that vnc-ltsp-config should be required. It is independent. Same for vino vnc vnc-server.
