There is a significant change in the configuration and usage, including a
number of changes in the way that the plugin architecture functions.

The botocore requirement moved to v2 as well.  

The two version continue to coexist, so I did not want to take away the path
forward on the v1. The downloadable tar for installing the preview today builds
an entirely separate command (aws2) and site path for the supporting libraries. 

This package builds from the v2 branch instead of the master branch and the
same with the supporting botocore-2. There is currently no discoverable
timeline for merging v2 to master. For packaging, this is complicating the
experience. https://github.com/aws/aws-cli/issues/5013

This package cannot build from pypi source as the supporting components are not
available in pypi for the foreseeable future.
