So why aren't you just updating botocore to version 2?

It's only required by awscli, boto3, and s3transfer:

$ dnf repoquery --whatrequires "python3.7dist(botocore)"
Last metadata expiration check: 2:15:48 ago on Sat 14 Mar 2020 08:28:02 AM EDT.
awscli-0:1.16.198-2.fc31.noarch
awscli-0:1.17.17-1.fc31.noarch
python3-boto3-0:1.11.17-1.fc31.noarch
python3-boto3-0:1.9.101-2.fc31.noarch
python3-s3transfer-0:0.2.0-2.fc31.noarch
python3-s3transfer-0:0.3.0-2.fc31.noarch

I see that all of those things support botocore version 2.
