Description: direnv augments existing shells with a new feature that can load
and unload environment variables depending on the current directory.

This is a re-review of an existing package that was orphaned due to FTBFS, and
we're past the 8-week mark for unorphaning.

Note that since this needs github.com/direnv/go-dotenv, I've submitted that
review request already as bug #1767187.
