Sorry, it isn't my review to approve, and I can't spend much time on it.
I'm happy to be corrected about shared libraries by someone authoritative in
Fedora, and I don't know what htslib's policy is on ABI changes and whether the
ELF semantics actually do follow the upstream version number.
