I believe I have fixed everything.  We're still packaging the *.ml{,i}.depends
files which TBH I've never seen before and I don't know what they do, but they
appear to do no harm.

Here are the changes:

- Add a link to upstream bug about the license.
- Don't install seq.ml file.
- Don't package META twice.
