As a user of NZBget, I can say that that while it can function without unrar;
it's pretty much useless without it. I will change the reference to unrar to be
'Recommended' as per your suggestion, but I'd like to also have nzbget
'just-work' out of the box without connecting to an additional repository.
Sooo.... that said:

I'm just exploring an alternative solution called unar which is already package
with Fedora as an open source unrar replacement.

I've started a PR against NZBGet but still need to convince the package author.
