OK, local test a success.  If the same repo contains rpminspect, librpminspect,
rpminspect-data-generic, and rpminspect-data-fedora, then doing this:

dnf install rpminspect

Will want to install these packages:

rpminspect
librpminspect
rpminspect-data-fedora

The rpminspect-data-fedora package can be noarch.  I set the Epoch to 1 just to
avoid any VR comparison traps.  New packages for review:

Spec URL:
https://dcantrel.fedorapeople.org/rpminspect/rpminspect-data-fedora.spec
SRPM URL:
https://dcantrel.fedorapeople.org/rpminspect/rpminspect-data-fedora-0.1-1.fc30.src.rpm
