Description: AMDGPU Userspace Register Debugger (UMR) is a tool to read and
display, as well
as write to AMDGPU device MMIO, PCIE, SMC, and DIDT registers via userspace.

I did a test build for Fedora/EPEL on copr
https://copr.fedorainfracloud.org/coprs/mystro256/umr/build/872693/

UMR has no version schema and is mostly rolling on the master branch (stuck to
1.0).

I put in some logic to build on EL6, but since umr requires the amdgpu kernel
module, this isn't practical to put in epel6 since it wasn't back-ported. I'll
leave it in case someone wants to build from source rpm in the future to use
with custom kernels or with the official amd driver.

I'm not sure if EL7 needs to disable libdrm features, so I've disabled it for
now until I can do feature tests. The logic for RHEL8+ is a bit of a best
guess, but I see no issue with future proofing :)
