not that i use fedora (or derivates), but systemd-run and su-exec serve totally
different purpose. so-exec purpose was to just witch user without any pam,
systemd. having minimal executable size. it has no dependencies like running
systemd, so it could be used in docker containers, chroots.

however, i think su-exec is not mature enough, looking at it's open bugreports
