Also there will be no openssl-1.0.x in Fedora 26 that could be used to build tss2 against and even if it was there it would not be used by any main applications. There will be compat-openssl10 package but that will be useful only for third party packages built on some other system such as older Fedora. Current status of 1.0 is that it will be discontinued upstream on 2019-12-31.
