Rationale for inclusion in Fedora:

In my opinion the dhcpcd package is an important software for testing. It helps
 testing to what extent a network is ready for IPv4 and IPv6 and getting all
the necessary information. In many test scenarios it may be easier to operate
than the full NetworkManager configuration stack. I don't have ambitions to
judge whether someone will find it useful in production.
