I wouldn't. Particularly if the software ships a library called "libopendmarc".
But it's up to you. Just bear in mind that the purpose of using %{name} is
largely to facilitate renaming the package at some point in the future if
necessary. So think about what's related to the rpm package name and what might
be unchanged if there was a need to rename the package for some reason.
