That's strange. On my system (Fedora 23, coreutils-8.23-7.fc23.x86_64) it
creates empty regular file:

$ /usr/bin/mktemp 
/tmp/tmp.bRSGOHg9do

$ stat /tmp/tmp.bRSGOHg9do
  File: ‘/tmp/tmp.bRSGOHg9do’
  Size: 0             Blocks: 0          IO Block: 4096   regular empty file
Device: fd12h/64786d    Inode: 3675141     Links: 1
Access: (0600/-rw-------)  Uid: (    0/    root)   Gid: (    0/    root)
