If you enable debugging (%mvn_install -X) you should see why given JAR is considered as JNI and installed to %_jnidir. If this is incorrect then please file a bug and I'll be happy to fix that. Requires on most stuff, including mvn(*), java-headless and jpackage-utils should be generated automatically and there is no need to explicitly list them in the spec file.
