Also please note the workaround for building with sphinx in the original
submission's spec file.

On a different point, the most compelling reason not to bother with python3
right now (apart from missing python3-oslo-sphinx) is that the package that
will Requires python-tempest-lib (openstack-tempest) has no python3 package and
is unlikely to have one in the near future.
