Upstream requested having the supported version in the package name. Part of
the rationale was to allow installing both the icehouse and the juno version on
the same host (so that each could coexist, installing in
/usr/share/openstack-tempest-(icehouse|juno)).

Also, we may wish to have both -icehouse and -juno versions available in, e.g.,
fedora20 so that a fedora20 node may be used to test either icehouse or juno. I
suspect you want to follow the pattern of other openstack packages and have
icehouse on f21 and juno on a separate branch for f(21 + n). That's not quite
what is needed though. Correct me if I misunderstand your motivation.
