Ick... I had to do this to keep from requiring cmake28 for Fedora:

# Set rhel to some value if not specific (i.e. Fedora) to make conditional
work.
%{!?rhel: %global rhel 100}

# Use a newer version of cmake on EL 6.
%if 0%{?rhel} <= 6
%global cmake %cmake28
%endif

Since I have no plans to build for EL <6, can I drop the "<" and just use "="
so I don't have to use this ugly workaround?
