This is a problem for VDSM since it might try and access storage that is unavailable and will get stuck. Since it can't be killed we can't even start a new service since the port is already taken. There is a hack to solve this issue in VDSM but we decided that making a general purpose tool to solve such problems is the correct way to go as we are not the only ones that might encounter these issues and having a single project to maintain will be simple for everyone.
