According to globalattributes.h:
PLUGINS_DIR=(getenv("PGMODELER_PLUGINS_DIR") ?
QString(getenv("PGMODELER_PLUGINS_DIR")).replace("\\","/") :
QString("./plugins")),

I correctly set PGMODELER_PLUGINS_DIR variable, not PGMODELER_PLUGIN_DIR.
And as one internal plugin and one dummy may be thay should not be listed in
gui?
