GPLv2 says, it's a "should": "You should have received a copy of the GNU General Public License along with this program; if not, write to the Free Software ..." That said, not shipping the GPL is pretty common in perl-dists, because perl-dist authors often take knowing the GPL for granted. It's nothing I would bother upstreams with, but this is just my personal preference.
