Sounds like an upstream bug, but gtk-doc should > be added to the BuildRequires too and maybe explicitly enable gtk-doc in > %configure. Upstream tarball ships with prebuilt documentation. --enable-gtk-doc is needed when we have to rebuild the docs, for example when building from git.
