The suil package was designed not to depend on either toolkit. So if we have a Qt host and a Gtk plugin, then the Qt dependencies are provided by the host and the Gtk dependencies are provided by the plugin. The host cannot know at runtime what toolkit it maybe required to use to instantiate a plugin and shouldn't be expected to require both. The filtered requires ensures that only the toolkit of the host is pulled in.
