Matt,

did you read the RPA from Verisign?

       "IF YOU DO NOT AGREE TO THE TERMS OF THIS AGREEMENT,
        DO NOT SUBMIT A QUERY AND DO NOT DOWNLOAD, ACCESS,
        OR RELY ON ANY VERISIGN INFORMATION."

If you agree to the RPA, you may rely on their certificates (according to their
definition, not yours).  And you are a related party, bound by their RPA.

If not, then not. "DO NOT RELY!"

Exactly the same as CAcert.
