In reply to comment #6, an RPM source tarball must be pristine matching exactly what upstream releases. Many automated tools use the upstream source tarball for their internal consistency and security checks. Patches on top of that that are distro specific but not merged upstream are allowed (but highly discouraged and usually limited in scope to things like init scripts etc).
