This sure does look like versioning to me.

Versioning is performed already during the review, and you're not supposed to
reset the EVR when the package is actually imported in Fedora. This way one can
see e.g. that the correct spec was imported: it has happened to me once that an
old version of a package that I was reviewing was imported by accident.
