I don't have bluetooth but google says something about installing gnome-bluetooth and it installs a udev rule to enable user permission for rfkill. You mean the SHE part? Since people prefer for this to change based on AC/Battery, its more a user land thing. So eee-control or similar is definitely the right direction for controlling the SHE part and the camera+card reader disable part since that has no overlap with standard laptop features.
