This openstreetmap package extends the openlayers one for accessing the OpenStreetMap.org data. So this is just another Javascript library, built on top of the OL library. For example, some of the OSM code got merged in the OL 2.8 release as it was generic code. But the rest really is an extension of OL. Maybe the two will be merged one day, I have no idea. Until then, both are different and, depending on what you do, needed.
