I don't think I buy that, the same argument can be made for the (mostly empty)
%{_datadir}/locale/* bits.  Besides, what (real) harm is there?

Not necessarily.  afaict, most of those are owned by 'man' already.  Though, I
can see the case for including them here too.  OK, I (think) I'm sold, include
those too.  (:
