that is correct but you need to mkdir -p
%{buildroot}%{_localstatedir}/log/mumble-server and mkdir -p
%{buildroot}%{_localstatedir}/run/mumble-server

and %dir them both in the files section:

%dir %{_localstatedir}/log/mumble-server
%dir %{_localstatedir}/run/mumble-server
