That ensures that the new package gets installed on upgrades - in theory - since it is in Extras now, that would only happen in reality if anaconda handles Extras during install. But it also matters for yum upgrades too, so if someone has mesa-libGLw installed in FC5 and upgrades to FC6 using yum, with the above Obsoletes, they should end up with the Fedora Extras libGLw package(s) installed and everything stays working.
