You'll need pcsc-lite-devel >= 1.3.0 (which is available in >= FC5) for that,
earlier versions don't have the usbdropdir variable.

$ pkg-config libpcsclite --variable=usbdropdir
/usr/lib64/pcsc/drivers

That can't work, try %(pkg-config ...) instead of the quotes.
