Update Information:

Update several rust packages that need to go out in lock step:  - rust-librsvg
to 2.57.0-beta.2 - rust-lopdf to 0.31.0 - rust-data-url to 0.3.0  and rebuild
rust-tiny-dfr with new rust-librsvg.
