Hardware support on linux is very vague as far as purchase is concerned. Most vendors make sure hardware support is there on linux by default in the latest kernels.

The question is more like: Fedora or linux certified laptops. Picking out random bought laptops for a budget wont really make any sense, keeping the customers budget in consideration.
All laptops work well with linux, except for AMD proprietary drivers.
The open source drivers are amazing though(gallium-llvmpipe) but lack user control over the hardware.

My lenovo g5045 with an AMD 6410 works amazing ly well but the mouse touchpad doesn't, so does my older HP G6 2005AX with and AMD A8 4500M

My experience in the Computer Science Dept at the University of Illinois is that the researchers believe Fedora is too bleeding edge and want something current, but on slower cycle. So they prefer Ubuntu, CentOS or previously Scientific Linux.

The Ubuntu certification page makes it easier for the researcher to justify to their group leader that the purchase is a good decision so they can focus on the code instead of getting wifi to work right.
