No problem! One of the main reasons for the pitch process is mainly to just check if an article is suitable before the author goes ahead and spends too much time on writing it. Your article looks pretty on-topic to me, so no worries about that :D
The article [1] is called "PostgreSQL in Fedora: News and Basics" (now in draft) and I realize that it is combination of two different things -- introduction of enhancements in PostgreSQL 9.5 and basics about PostgreSQL in Fedora generally. If you feel it would be better to split it into two separate articles, I'm happy to do it.
Yeah, i thought the same thing about splitting it up -- IMHO, it will work well as a what's new, and an intro to PostgreSQL article.
