It presents two options human translated and machine translated. The nice thing is it keeps everything in the same WordPress instance. It looks like it would even allow for an article to be created in a non native language first and them translated into the primary language after the fact

Localizing the content on the Fedora Magazine is currently a goal that we are aiming towards -- while this is slightly different to reviving the older French Magazine you are talking about, could we interest you in contributing to the Fedora Magazine (both with content, and translations?)
As for our platform, we use Wordpress with a theme specific for the Fedora Magazine.
