If an onlooker reads this post and sees a negative tone, that can reduce his or her willingness to participate in the project as well. I would really prefer to see the translations happening on the official wiki, which shows that the Fedora Project is supportive of its international community. As an idea, start with a selection of the most important pages that could be helpful to pt_PT speakers, and translate them. Add a "_pt_PT" to the end of the page name (as opposed to a "/pt_PT" which makes searching more difficult), and add a "[[Category:pt_PT]]" to the page. -- Paul W.
