This would probably be the best list for you to post this announcement to (even though I realize I am quite late to reply to this). Have you had any luck getting any interest in finding a packager? If not, perhaps circulating some mail on the general devel list could be helpful too. That's a more active mailing list and perhaps someone there might be interested in trying to package Trigger Rally. Also, what wiki page did you find the reference about the licensing?
