There are patches floating around for the dict-based VPN API, which
won't be backported to 0.6.4.  That patch will probably land soon, so we
should either revert to the 0.6.x VPN plugin and bump the epoch, or
updates to the plugin from HEAD will be incompatible with 0.6.x thats in
FC6.
