The package(s) in question here are audacious and audacious-plugins, where the latter requires the former (in terms of libraries and header files), and the former is not much use without the latter, so users installing audacious (or upgrading from an older version where the plugins were included in the main package) have to get audacious-plugins, too. Both packages are clearly separated, with separate configure steps and all. It may be possible to build both in the same spec file, but it would not be pretty.
