Is it really that difficult?  Submit some packages, get reviews and
sponsorship, check in?  Any maintainer of an external repository
should have a sufficient body of work that sponsorship should be easy
to obtain.  Unless, of course, the quality of the packages is
substandard, but then I doubt anyone seriously argues for relaxing
that restriction.
