It happens again and again for unknown reasons. It means that somebody has built a package release, which had been built and published before. The build results are discarded if any of the built rpms exists in the repository already. If you need to rebuild a package (i.e. recompile/relink the software against its build dependencies), do it right and increase the package %{release} appropriately to produce valid update packages.
