Which is what the implementation does.

Except that binaries are not excluded via a white-list. The decision
whether to delete any binary rpm depends solely on the availability of its
src.rpm. No mercy!

This also implies that if we want to remove a package from the repository,
all we need to do is kill its single src.rpm.
