Urgh - For automake/autoconf based packages, passing a different
--includedir to configure should be sufficient ;)

E.g.
%configure --includedir=%{_includedir}/CGAL

Then is supposed to do exactly what you propose - But, IIRC, CGAL is not
automake/autoconf based :(
