Not sure they have to be approved by FESco as they really now come under
Legacy.

FC-3 and FC-4 branches *do* need FESCo approval, as described on the CVSSyncNeeded page referenced above:

  FC-3 and FC-4 branches require FESCo approval and are generally
  discouraged -- see  EOL policy for details.

It would be prudent for the package maintainer to justify this request in the review ticket for the package concerned if it has not already been done.
