I've had (as reviewer) a similar issue and solved it by just recycling
the review ticket with the new submitter. I believe closing it and
opening a new one is better though.
We should document this somewhere, as it seems this happens more then once.
I agree.. some addition to the AWOL/MIA policy perhaps?
