Please note that the buildreq should be perl(XML::Parser) rather than
perl-XML-Parser as discussed earlier in this thread.

  Yes
 BuildRequires: perl(XML::Parser)
  also worked without any problem. I will keep in mind that if got
${SUBJECT} error again then i must to add
 BuildRequires: perl(XML::Parser)
rather than
 BuildRequires: perl-XML-Parser
though both are working fine.
