By the new policy of branching for Legacy distros, FESCO approval is
required for new branches of FC-3.
The Fedora Infrastructure team requires nagios-plugins in order to help
in monitoring and maintenance of the project infrastructure. This is a
very obviously needed reason for granting branch exception for FC-3.
mmcgrath isn't quite ready with a FC-3 package yet anyway, so I propose
branching Monday if no FESCO members object.
